How to Use this Guide

This guide is designed to help you understand the documents you need to find to research what Congress intented by statutory language - otherwise know as "legislative history". 

The box to the right - LEGISLATIVE HISTORY IN 3 STEPS - lists the three steps necessary for successful legislative history research.  The tabs of this guide correpsond to those 3 steps.  Each tab provides details for mastering each step.

This is not a comprehensive guide or bibliography of everywhere you can find each and every document that can be used for legislative history research.  For that information, see Links for more detail tab for examples of many of good comprehensive legislative history research guides.
